GENERAL DESCRIPTION OF CLASS

The TRAINING SPECIALIST, under the direction of an administrator or manager, acts as the agency's overall training resource person. This position provides assessment, planning, development, delivery, and evaluation of an agency's employee training and development function, particularly in the area of supervisory management, as well as generic training, and organizational development activities to enhance overall agency performance.

This is a single classification and not currently part of a series of classes.

DUTIES AND RESPONSIBILITIES

  1. Assessment of Training Needs. Typical tasks: provides and/or develops guidelines and methods to assess training needs; conducts agency-wide surveys to determine training needs; consults with all levels of agency management regarding individual, unit, or organizational problems and assists in identifying training-related solutions when appropriate, identifying specific outcomes of training, particularly in the areas of supervision and management; chairs or participates in management committees to develop and implement training plans for the agency, region, or unit; develops or assists in the development of curriculum to achieve agency, region, or unit goals and objectives; monitors training plans and updates depending on changing training needs; advises management of training needs.
  2. Development and Delivery of Training. Typical tasks: provides technical expertise regarding training design, methods, and techniques to agency trainers, managers, and supervisors; coordinates planning and program development for agency technical training; designs, implements, and delivers supervisory training such as employment interviewing and selection, performance appraisal, coaching for improved performance, discipline and grievance handling, career development, communication skills, and group processes; designs, implements, and delivers management training such as planning, organizing, and decision making, team building, problem solving, and group leadership; locates outside providers of training and negotiates contracts to provide supervisory, management or other generic training to meet agency needs; conducts train-the-trainer courses for agency trainers, supervisors, and managers as needed.
  3. Training Evaluation. Typical tasks: develops training evaluation criteria and methods; assists management to develop monitoring mechanisms, such as action plans to determine the effectiveness of training; reviews out-service training to determine its relevancy to the agency; evaluates training provided by outside contractors to ensure it met agency needs; determines the effectiveness of agency training by reviewing written evaluations of trainee and discussions with agency management.
  4. Organizational Development. Typical tasks: when requested, consults with managers and supervisors to assist in identifying non training related organizational problems and conducts problem-solving methodologies such as team building, Quality Circles, conflict resolution, etc.; consults with agency trainers to resolve training-related problems and identify appropriate resources.
  5. Training Administration. Typical tasks: develops or assists in the development, writing, interpreting, and monitoring of agency training policies, procedures, and manuals; coordinates and maintains systems, at times computerized, for training records, nominations, selections, evaluations, equipment, and training facilities; may develop or assist in the development of the training budget; may approve and monitor training expenditures; may approve agency staff's attendance at out-service training courses.
  6. Miscellaneous. Typical tasks: participates in special studies and projects regarding new systems, programs, policies, or procedures; attends training and other developmental activities and keeps current on developments in the training field to maintain a high level of knowledge and competence.

RELATIONSHIPS WITH OTHERS

Employees in this class are in contact daily in person, by telephone, or in writing with all levels of agency management to assess training needs, problem solve, deliver training, discuss training evaluations, and formulate training policies. They meet in person and by telephone with outside providers of training several times per month to discuss training courses, negotiate contracts, and evaluate results of contracted training. They also meet in person and by telephone with agency trainers to provide technical advice. They meet monthly with counterparts from other agencies to discuss training issues, problem solve, generate ideas, and share resources. They are in monthly telephone or in-person contact with staff of higher educational institutions to discuss the availability of training courses to meet agency needs.

SUPERVISION RECEIVED

Employees in this class receive general supervision from an administrator or manager, who assigns and reviews work through periodic discussion with the employee, monthly reports, weekly staff meetings, review of trainees' evaluations, and feedback from managers. Agency regulations, policies, and procedures and the writings of experts in the training field provide the guidance necessary to carry out the duties of the class.

GENERAL INFORMATION

Employees in these positions, found throughout State government, must be willing to travel overnight throughout the State to deliver training and attend meetings. They must be willing to lift and transport training equipment and move and rearrange classroom furniture.

MINIMUM QUALIFICATIONS

  • three years of experience as a trainer which included responsibility for assessing, planning, delivering, and evaluating training needs in an organization; AND
  • a Bachelor's degree in Business Administration, Public Administration, Education, or Human Resources (Personnel) Management; or three more years of pertinent experience.
